D6:EU and Larnaka2030 are looking for a policy advisor to work with us on a series of international policy meetings in May – July 2026. Set during the Cyprus Presidency of the EU we aim to produce a set of recommendations with and for the Cypriot cultural sector and beyond.

As cultural policy experts, D6:EU directors, have worked across the EU on programmes that promote and develop cultural policy actions. As board members of the pan-European networks Culture Action Europe (2011-2018) and the mobility network On The Move (2022 – ) they bring international conversations to Cyprus around Fair Pay and Working Conditions for artists and cultural professionals and the professional development opportunities for artists who are displaced.

Larnaka2030 has been successfully selected as the European Capital of Culture for 2030. Its impressive programme is embedded in local communities and shaped by the values and ethics of cultural democracy. In the lead up to 2030 Larnaka is working with D6, Culture Next, Culture Action Europe and On the Move, to promote cultural democracy, which is a major strand of the Capital of Culture programme.

Brief for policy rapporteur
The policy rapporteur will work with us on delivering policy research and recommendations in the field of cultural policy. This individual will connect the Cyprus condition to European knowledge and practice.

They will have a good working knowledge of cultural policy in Cyprus and a good understanding of the sector’s needs. The successful individual will engage in International meetings held during Larnaka2030’s cultural democracy labs in a programme that leads up to 2030. The aim of this Culture Democracy programme is to up-skill the sector, offer examples of good practice and produce policy recommendations for Cypriot and European policy makers. This role is open to Cypriots living on the island.

The 2026 brief encompasses 3 significant international capacity building sessions for the cultural sector, coming to Cyprus for the first time. You must have availability to attend all events. The policy rapporteur will familiarise themselves with the work of key contributors and the selective policy areas that each addresses.

Culture Next: 6 – 8 May, LARNAKA
Larnaka 2030 is a member of the Culture Next network, a gathering of more than 100 cultural operators from past, present, future and candidate European Capitals of Culture. In May 2026, the city will host the first Culture Next conference taking place in Cyprus. This will bring international guests from the participating cities who form part of the network. The policy expert will familiarise themselves with the work of the Culture Next network, attend the event, and produce a summary of the key takeaways and recommendations. https://culturenext.eu/conference/16th-culture-next-conference-larnaka-cyprus/

ASK-PAY-TRUST: towards fair working conditions in the cultural sector: 9 – 10 June, LARNAKA
A major strand of the Cultural Deal for Europe policy conversations in Brussels in February 2026 was the call to Stand together for better working conditions for artists and cultural professionals, contributing to the EU Artists’ Charter and advocating for fair remuneration and social protection to become standard in EU‐funded projects. So what does this mean for cultural professionals in Cyprus? This 2-day event for up to 100 Cypriot artists, cultural organisations and policy makers is convened by D6EU, Culture Action Europe and its Cypriot members with the contribution of pan-European examples of good practice. The expert will familiarise themselves with the European policy work of Culture Action Europe, our contributors, and the current Cypriot challenges; attend the event, produce a series of policy recommendations for the Cypriot context and contribute to the Europe wide advocacy led by Culture Action Europe.

ASSEMBLE 11 – 13 June, LARNAKA
ASSEMBLE is an artistic programme exploring climate emergency at the intersection of conflict, ecological decline and displacement through the emergent practices of artists and curators. It focuses on curatorial fellowships taking place in Cyprus, Spain and Ukraine.This first Capacity Building session takes place in Larnaka as an introduction to the issues relating to the rights of displaced artists and the funding opportunities for international exchange. Funded by the Creative Europe programme this session will be led by On the Move, the international mobility platform and Artists at Risk Connection. Here the rapporteur will familiarise themself with On the Move’s research papers on displaced artists, attend the 2 day event and write up the key takeaways of the meeting.

This is a self employed role and the applicant will be responsible for their own payment of social security and taxation.

Key skills:
Experience of cultural policy analysis
Relevant professional training or education
Lived experience of the cultural sector in Cyprus
Understanding of current Cultural Policy areas of the Cyprus Deputy Ministry of Culture
Professional level English and Greek are essential (all events will be in English)
